Below you’ll find: an overview of the application process, applicant and project eligibility criteria, and deadlines. 

  • CPF Overview: The CPF process allows members of Congress to advocate for federal funding to go directly to projects in their districts. It as an example of how government is supposed to work: local leaders tell us what’s important to your community, and as your representative in Congress, I fight to match that community need with federal dollars. 

  • Eligible Applicants: As in past years, our office will accept applications from state and local units of government, as well as public institutions of higher education located in North Carolina's Sixth District. 

  • Eligible Projects: A list of funding categories that are eligible can be found here. Additional information about the types of projects eligible within these categories can be found here – just click the “Community Project Funding Request Guidance” link under each eligible funding category. Those two resources will be helpful if the CPF process is new to you.

Applications for fiscal year 2024 will be evaluated based on the following criteria:

  1. The applicant is a state or local government or a public institution of higher education.
  2. The proposal demonstrates that the Community Project has robust community support. This may be demonstrated through letters of support from elected community leaders; articles in the newspaper highlighting the need; support from newspaper editorial boards; evidence that the projects listed on State intended use plans, community development plans, or other publicly available planning documents; or Resolutions passed by city councils or boards.
  3. The proposal demonstrates that the Community Project will have a significant impact on our community.
  4. The proposal demonstrates that the Community Project would be a good use of taxpayer dollars.
  5. Several Federal programs eligible for Community Project Funding requests require a State or local match for projects. This does not mean that matching funds must be in-hand prior to requesting a project, but that local officials must have a plan to meet such requirements in order for such a project to be viable.
  6. Each project request must be for fiscal year 2024 funds only and cannot include a request for multi-year funding. However, the performance period for a project funded with amounts provided in fiscal year 2024 may be longer than one year.

Transparency

The Community Project Funding program has strict accountability guidelines to ensure a responsible and transparent process. Members of Congress are required to certify that neither they nor their immediate family benefit financially from the projects they submit for consideration.
